Overview

The Council has prepared a draft Supplementary Planning Document (SPD) for Surrey Canal Triangle. We are seeking your views on the document.

UPDATE - Consultation drop-in

We are holding a drop-in session on 10 December from 5–8pm at Scotney Hall, 19 Sharratt Street, SE15 1EY. This will be a chance for you to come and talk to planning officers about the draft SPD.

What is an SPD and why do we need them?

A Supplementary Planning Document does not create new policy but sits within existing planning policy context in order to provide more detailed planning guidance, particularly on design qualities and for the type and nature of development that would be considered acceptable in an area.

If adopted, the SPD will be considered in determining planning applications in the area.

SPD’s also play an important role in the implementation of Lewisham Council’s priorities which are;

• ‘Open Lewisham’
• ‘Tackling the housing crisis’
• ‘Giving children and young people the best start in life’
• ‘Building and inclusive local economy’
• ‘Delivering and defending: health, social care and support’
• ‘Making Lewisham greener’
• ‘Building safer communities’

The Surrey Canal Triangle would be a strategic site allocation as part of our Core Strategy Document which was adopted in June 2011.

This is a significant site in the borough and offers many opportunities to make lasting and sustainable improvements which would benefit local residents in the immediate and wider area. The proposal includes ambitions for:

• extending Millwall Football Club’s stadium
• creating mixed-use business spaces
• much-needed genuinely affordable housing
• a potential new train station
• other community facilities.

What is a Strategic Environmental Assessment (SEA) Screening Opinion?

The aim of the SEA Directive (2004/42/EC) is as follows: “to contribute to the integration of environmental considerations into the preparation and adoption of plans and programmes with a view to promoting sustainable development, by ensuring that an environmental assessment is carried out of certain plans and programmes which are likely to have significant effects on the environment.”

In order to decide whether an SPD is likely to have significant environmental effects, and hence requires Strategic Environmental Assessment, it should be ‘screened’ at an early stage. The Screening Opinion is below. 

We are at the stage where are consulting on a draft SPD and offering a short questionnaire to help understand your thoughts on it.
